一 |     Italy’s far-right-led government on Monday approved a budget for next year that aims to bolster public health services, encourage families to have more children and put more money in the pockets of low- and medium-wage earners.Premier Giorgia Meloni said the 24 billion-euro ($25 billion) budget, which includes 5 billion in spending cuts, is in line with the government’s priorities. She described it as both “serious” and “realistic," even as Italy faces an expected increase of 13 billion euros in payments to service its public debt as interest rates increase.The budget was approved by Meloni's cabinet in a one-hour meeting before being sent for EU approval. Italian Finance Minister Giancarlo Giorgetti expressed confidence that the budget would be accepted by both the EU and markets. 二 | 20日19时-20时，广州塔一小时内连续6次接闪电。　　中央气象台4月21日06时继续发布暴雨橙色预警，预计，4月21日08时至22日08时，江南中东部和南部、华南中东部和南部等地有大到暴雨，其中，广东中南部的部分地区有大暴雨（100～200毫米）。上述部分地区伴有短时强降水（最大小时降雨量30～60毫米，局地可超过80毫米），局地有雷暴大风等强对流天气。　　广东多地雨量破4月纪录　　截至4月20日，广东多地累计雨量已破4月历史雨量纪录。　　统计4月以来广东各市县累计降水量发现，乐昌、乳源、韶关、始兴4个站点在此次降水过程中累计雨量已破整个4月累计降水量极值纪录。　　此外，从化吕田莲麻（G1084）等气象观测站持续刷新广州市4月累计雨量极大值，其中G1084从化吕田莲麻等气象观测站累计雨量已达869.5毫米（统计时段截至2024年4月20日15时）。　　随着降雨持续进行，广东中北部还有更多地区有望刷新4月整月降水的历史极值纪录。　　广东防汛应急响应等级提升至Ⅱ级　　根据气象、水文部门监测预报，广东省中北部市县多地出现大暴雨、局部特大暴雨，江河洪水快速上涨，且未来强降雨过程将持续，防汛形势十分严峻。　　根据《广东省防汛防旱防风防冻应急预案》和省防总有关规定，广东省防汛防旱防风总指挥部决定于4月20日18时将防汛Ⅲ级应急响应提升至Ⅱ级。

三 | 　　广东北江将出现五十年一遇洪水　　4月20日，广东省水利厅消息称，17日20时至20日20时，粤北及粤东地区普降暴雨到大暴雨，受强降雨影响，20日20时45分，北江干流石角水文站流量涨至12000立方米/秒，依据水利部《全国主要江河洪水编号规定》，此次洪水编号为“北江2024年第2号洪水”。　　据预测，4月20日至22日，广东强降雨仍继续，北江流域可能出现五十年一遇的洪水。省水利厅方面表示，已加密会商研判，强化监测预警和水利工程调度，调度飞来峡水利枢纽预泄腾库，腾空库容3.2亿立方米；调度乐昌峡水利枢纽库水位从146.40米最低降至141.77米，腾空库容0.28亿立方米。

四 | 　　华南强降雨何时减弱？　　强降水仍未结束。预计未来两天，暖湿气流势力不减、配合南下渗透的冷空气，贵州到江南一带形成明显的切变系统并且稳定维持，动力、热力、水汽条件俱佳，因此江南东部到华南中北部还将持续遭遇强降水天气。降雨对流性特征突出，强降雨中心分散，但强度大，还多伴有雷雨大风甚至冰雹等强对流天气。　　从城市预报来看，广州今明两天仍预报有暴雨甚至大暴雨，算上之前的，等于接连三四天都有暴雨袭击。　　需要格外注意的是，在强降雨带摆动过程中，广东将受到强降雨的持续影响，其中广东北部会成为降雨核心区，尤其是广东中北部、广西东北部、江西南部等地累计雨量可达150-300毫米，局地可达400毫米，需警惕持续强降水叠加可能引发的次生灾害。　　暴雨何时减弱？预计22日，随着冷空气南下， 江南、华南一带的强降雨范围将明显收缩，雨带暂时南压至华南沿海；23日，强降雨强度进一步减弱。
